Valerie only has one arm.
Valerie is first mentioned in "Dream a Little Bob of Bob," where Linda says she could do a hand-slapping game despite only having one arm.
A picture of her and her family appears on a card in "Die Card, or Card Trying." Unlike her family, she doesn't have a visible left arm at her side since she doesn't have an arm there.

It's unknown if she's Linda's paternal or maternal cousin but as Linda's cousin, she is also the Bob Belcher's cousin-in-law and Tina, Gene, and Louise Belcher's first cousin once removed.
